Adding documents at the global level

I have a mantis instance with three projects (rc2). Each project has its upload directory set to the same thing. I can upload a file document to an individual project, but if I select 'All Projects' from the project dropdown and try to upload a document, I get 'APPLICATION ERROR #503: Invalid upload path. Directory either does not exist or not writable to webserver'.

What directory is it even trying to use (obviously not the directory of one of the three projects)? How do I set it? Is there any way I can figure this out.
