Account registration disabled at mantisbt.org/bugs

It seems creating an account on https://mantisbt.org/bugs/signup_page.php is currently disabled due to spam issues. I found this post that suggest registration through a private message to the admin, but unfortunately new users can't send private messages before participating in a discussion.
